According to AGC's rules, members can play golf without paying fees for up to 70 days, facing membership cancellation on the 100th day. However, John Chung and AGC falsely claimed that members' privileges would be restricted after 30 days, preventing golf cart use, contradicting the usual 70-day grace period. This is interpreted as an attempt to collect fees from members without personal or registered pulling carts.
